I believe that it is impossible that the dangers to the residents of Wallasey that this site presents could only have persisted for 14 years without the collusion or complicity of individuals within multiple official bodies.

How could it have been possible for the Police from Manor Road Police Station, multiple representatives from Wirral Borough Council and Merseyside Fire and Rescue Service to be blind for 14 years to the obstruction, pollution, noise, danger to children, pedestrians and road users?

Blind to the deadly threat from storing tonnes of toxic material alongside flammable materials to kill or poison thousands of people?  Stored in the centre of this residential area and directly against residents homes.  This is like ignoring an arms dump.

Corruption is the death of democracy.  There needs to be an investigation into the behaviour of multiple agencies and the decision made by Mr Thew from the Planning Inspectorate https://nimby2013.wordpress.com/court-case-fyi/  when a resident reports hearing them* ‘with their snouts in the trough’ it needs investigating.

These photographs were taken at 08.13 on the 11th June 2003. They show George, late of 3 Rugby Road, Wallasey, asking N&P Windows, 188 Wallasey Road, Wallasey, CH44 2AG to stop using their vans to block his garage.  He was an old man and needed to use his car to drive his unwell (now deceased)  sister-in-law to hospital.

Replying to Georges request to stop blocking his driveway one of N&P’s staff threatened to take George down the entry for a fight, during this the other staff looked on and smirked.    Nobody in this photograph intervened to stop these threats, you can see the owner of the company overseeing this whilst closing the van door.  All of the people in the photograph continued to work for the company for many years.  By failing to stop these threats of violence the owner of N and P Windows is clearly showing what sort of a company he is running.

This incident and the photographs were relayed to Manor Road Police Station, Wallasey.  George did not feel able to press charges, N&P Windows never offered an apology and continued their obnoxious behaviour.

Please understand that George and his sister-in-law were tormented for years by the actions of this factory.

Would a  decent person associate themselves company that threatened pensioners who just wanted to be able to leave their own home?

This is the disgusting way that this company dealt with a reasonable request from their vulnerable neighbour.

Here I’m apologising to Kay who used to live at No.2 Rugby Road. Like George she said last years were destroyed by the “yobs and thugs, (N&P Windows) that’s all they are”, those are her words.

In the end she was driven from her home for the final six months of her life, she found the noise and disturbance N&P Windows to be intolerable.

Apologising because we doubted her when she told us that a factory was coming to this road.    I am hoping to get hold of documentation from any of her relatives to show how she tried to get Wirral Borough Council to stop N&P Windows, Wallasey from emptying their vans into a skip at 06.00 seven days a week. The noise, filth and disturbance drove her out of her own home.

At this time the factory was operating 7 days a week for 50 weeks a year with six or more vehicles parked in Rugby Road on a daily basis.

Based on these (conservative) figures there seems to be a regular under declaration of 30% or approximately £1.8m for these three years.

N&P Windows is a factory that stores tonnes of PVC in a residential area directly adjacent to a toddlers house and opposite a busy Post Office.

Storing gas cannisters next to a rubbish skip which is next to bales of plastic wrapping which is next to god knows what else isn’t my idea of a safe working environment. Especially when you realise that if this PVC was to burn the resulting dioxin rich cloud would poison everyone who had the misfortune to be downwind.  The man who assessed the storage of unrestrained gas canisters is now claiming to be working for the Office of Nuclear Regulation.  This is made all the more worrying by the refusal of MFRS to investigate his staggering assessment.

You might think that it would be impossible for this to happen in a residential area, but this insane situation is terrifyingly real. Gas cannisters are stored in the sun alongside a skip, vans are reversing seven days a week into this area, the inevitable is waiting to happen.

These skips are filled three times per week, fifty weeks a year. They are filled with filthy rubbish from wherever N&P Windows have been working. That means, old toilets, bathtubs, garden waste, plastic of unknown origins, bricks, plenty of broken glass, cardboard, kitchen cabinets, in short, any old crap that they fancy dumping in this road. Don’t forget this filth is being dumped in a residential area, 188 Wallasey Road is a rubbish dump.

Strange things “low risk site No. 1 and 2”.  These two photographs were taken 30 days apart.  Each were taken on the day of an inspection by a local Fire Safety Officer.  He said the site had shown considerable improvement over the 30 days and this was a ‘low risk site’.  Well that’s amazing, when was the law changed to allow stored Gas Cannisters next to reversing vehicles?

We are requesting 
Wirral Borough Council to require:

to move all manufacturing and waste storage from 188 Wallasey Road to an industrial estate.

Plain and simple, factories should be on an industrial estate and this one is no exception. N&P came from an industrial estate and it was the choice of its owners to manufacture alongside family homes. With an estimated annual income of £1,800,000.00 the owners of N&P understandably choose to live far away from their filth and disruption.

But N&P Windows, Wallasey are a filthy industrial rubbish tip with a factory that threatens your health, pollutes and obstructs our roads and pavements, and operates noisily from 06.00hrs.

If this mismanaged yard catches fire it will release carcinogenic, dioxin rich smoke clouds from tonnes of stored PVC.

When they or their suppliers vans block the road, if you are lucky they will only make you late for work, unlucky and the emergency services will be delayed.

When they or their suppliers block the pavement, you or your children are forced to walk into oncoming traffic. Disabled pedestrians must wait.

The owners of N&P Windows have consistently allowed their vans to obstruct and their waste to escape for ten years. This is a disgracefully mis-managed site.

We are endangered because the owners of N&P chose to move from an industrial estate and install their factory alongside family homes. The presence of this factory, service traffic, and associated raw and waste materials is entirely inappropriate for a residential area and endangers us all.

Ten years of uncontrolled pollution

 

This plastic swarf has been blowing around Rugby Road, Wallasey ever since N&P Windows, Wallasey arrived.

N&P Windows have not controlled the outflow of swarf from their factory. Storing PVC offcuts in wire sided cages is obviously not going to prevent the small stuff from escaping and polluting/littering the road.

This continuous fouling of the street has been ongoing for ten years.

Wirral Borough Council have been aware of this for over ten years.

If this fouling is accidental then N&P Windows are not capable of operating without polluting the environment.

So they should be fined and shut down.

If this fouling is deliberate.   Then they should be fined and shut down.

Logically this pollution is deliberate. N&P Windows are aware that they are polluting, it is child’s play to not store waste in a negligent manner, ten years and counting the waste continues to escape their factory, so it must be deliberate.

Why have Wirral Borough Council have not fined or shut down this factory?

Have this council have denied the ratepayers 3500 x fines from N&P Windows? Even at £50.00 a time that is £175.000,00.

As an added bonus N&P’s recyclers can make their own mess/noise/ and treat the road as an industrial tip too.

Twice might have been chance, after 11 is it attempted murder?

We have two cars and over a nine month period they have been damaged three times by ‘hit and run drivers’ whilst parked within 10m of my home and N&P Windows.

More importantly we have had in a twelve week period four screws in three tyres. Three of these in two tyres on my wife’s car. One of these was screwed into the tyre sidewall.

The repair man remarked how it wouldn’t have happened accidentally.

Well, another screw has appeared in my wife’s car, again very close to the edge.   This nail has been placed into one of the manufacturing features of the tyre.  This number of nails is way beyond any coincidence.  This matter has been reported to the police.

Well this is getting to be a bit of a habit.   Two days ago I found yet another screw, this time in one of my tyres.  This screw was covered by a rubbery layer to conceal its presence.  If you look to the right of the screw you can see what appears to be the first attempt to insert this spike. The other remarkable coincidence is that these spikes are always found on the outer edge of the tyre.

There appears to be powdery marks from the chuck of an electric drill around the screw, also marks in the rubber as the screw was screwed in and out again.

When Private Policing came to Wallasey?

On Friday 28th November 2014 the Police arrived with blue flashing lights because of a problem with  N&P Windows Ltd, Wallasey and how they are using Rugby Road as a loading bay and subsequently forcing pedestrians into the street.   Inspector Koloktroni and Constable Hornby have said that N&P Windows have had all their warnings and each and every time they obstruct the walkway they will be ticketed.

On 28th November 2014 an N&P van was obstructing the walkway.  I attempted to keep it there until the Police could come and enforce the Law.

I have previously experienced that when N&P rang, Police would appear like magic.  So I did not call the police and just walked away.   Even when there is danger when residents call the usual response time is 60 minutes,        Someone rang the Police at 14.52 because one of N&P’s vehicles was partially blocked in,  behold,  nine minutes later at 15.01 a Police car with blue lights flashing charged into Rugby Road.   It takes about three minutes to report an incident.  A six minute response time, 10x faster.  Looks like some people have a personal Police service that comes at their beckoning.  The rest of us have to wait an hour or ten years.

I was very surprised when one of the officers, after she had spoken with Mr Hardman, accused me of wanting to close down his business.  That is an absolute lie.  I corrected her and informed her that I wanted this factory to relocate to an industrial estate.  Reading this blog and the Petition document that fact.   I view this factory as a danger for residents, pedestrians and road users.   There is only one suitable place for a factory and that is on an industrial estate, where all its activities will be at a safe distance from the less able.

On 2 December 2014 at 10.31 I made a Freedom of Information Request to Merseyside Police, I requested:

1   Log Number of the Incident
2   Transcript of the call to the Police
3   A copy of the audio recording of the telephone call made to the Police
4   Exact time of the incident
5   The Police records of this incident

at 12.39 also on 2 December 2014 all my requests for information were refused.

There is always a price to pay

36 hours after the above incident we coincidently found two nails in one of the tyres of my wifes car.

I regard these events as attacks,  chance went out of the window a long time ago, and attempted murder and report them as such.

This particular homicidal maniac uses, screws, nails, mastic and dust covered drill chucks.  Hmmm, who could that possibly be?

If only the Police had something to go on, some sort of a clue.

You can see that this is an ongoing problem.   Some homicidal individual(s) seemingly attempting to kill myself and my wife.  By coincidence both this incident and the 7th May 2014 event were dealt with by the same officer.   7th May 2014 he visited and then refused to record it as attempted murder saying that I could have just driven over it, conveniently ignoring the evidence of the dusty chuck marks.

On 1st December 2014  at 13.00ish I took this tyre to Manor Road Police Station to report the 30th Nov 2014 incident.   Manor Road being shut on Sunday 30th.   I have been advised (Feb 2014) that in order for evidence to be taken it must be still in place.    Initially the officer took an interest, but after talking with others his attitude changed and he said “I am not taking any report from you regarding that mate”  The officer repeatedly refused to produce or give me a log number for this incident.

I asked if he would pass on the details of this incident to Inspector Kolokotroni or the officer investigating these attacks.  He said he would not.  So here we have an officer refusing to log details of the latest incident of a long line of attempted murders and refusing to pass on the details of these attempted murders to his station commander and the investigating officer.

Following this incident I placed a complaint with the IPCC. Following the installation of security cameras we had no more attacks. After Kolokotroni left Manor Road Police Station N&P stopped parking across the pavement.

Just a few of the screws that mysteriously found there way into our tyres. Averaging one a month for eleven months. Suspicious eh?

In 2003 N&P Windows, Wallasey, moved from an industrial estate to a residential area.

It is as inappropriate today as it ever was, choosing to bring in tonnes of machinery, PVC and numerous vans, cars and pick-ups to an area that is obviously entirely unsuited for industrial manufacture is beyond all logic. Unless their intention was to turn everything they touched into crap. Sadly the actions of N&P Windows Ltd (Wirral) indicate that they are entirely selfish and thoughtless of the continuous disruption and damage that their rubbish tip / factory causes.

Rather than trying to fit in and not cause any noise, pollution, disruption, blocking of the road and pavement, they chose a different path. Blocking the walkways so anyone trying to walk along the pavement is forced into the road and any oncoming traffic. But the traffic wont be too much of a problem as they or their suppliers will just park in the middle of the street and put their hazards on, apparently that’s just fine.

Their filthy factory is directly opposite a sub Post Office, so the people being put at risk here are pensioners, mums with prams, disabled, partially sighted, anyone with a parcel, people in wheelchairs, apparently that doesn’t matter to N&P, into the road with them.

Here are a few choice moments from ten years of disruption.

Of course some times just thoughtless parking can be just as disruptive.  If you know this area you will have seen that this factory is directly opposite a Post Office.  This endangered species is certainly not helped by vans parked outside for days on end.  Again hindering access to a valued public resource.  The people to blame here are the owners of N&P Windows.

This is why we can’t have nice things.

Taken on 18/8/2014,  both vehicles (there is a black car in front) belong to residents.  Another example of the ‘couldn’t give a damn about anyone but ourselves’ attitude that typifies this company.

The first question people ask is: ‘how come the Police haven’t sorted this out?  The Police have repeatedly stated that because they change shifts at 08.00 hrs they have not been able to get here on time because they have always had something else to do.  Which is why for ten continuous years Manor Road Police station has failed to ever witness any obstruction or other problem in Rugby Road.

For ten years Manor Road Police Station (1000yds away)  failed to see the same offence, in the same place at the same time every day. 

 

We have also been told, and I have personally confirmed this, that traffic wardens are told to not  patrol Rugby Road.

This factory is a direct threat to the residents of Wallasey.  But operating a recycling storage dump alongside tonnes of stored PVC they hosting everything necessary to host a carcinogenic, toxin laden smoke plume with a potential poisonous load equivalent to a 15-story block of flats.  Think of #Grenfell but at ground level, the smoke would not be originating above us, but at ground level and clinging to homes.

The purpose of this website is to give information supporting a petition to Wirral Borough Council, its intention is to return Rugby Road to an entirely residential area. Not a residential area with an added rubbish tip/factory that threatens our health, pollutes the land, obstructs the road and pavements, threatened pensioners, operates noisily from 06.00hrs, has machinery that is so loud that the operators need ear defenders but N&P leave the doors and windows open so we can all suffer.

The residents have been writing and petitioning for over 13 years.  Quite simply the Council have not stopped N&P Windows Ltd (Wirral) even at the expense of our lives.

The Health and Safety Executive have “informed N & P Windows that if HSE receive any further concerns about their premises and unsafe loading then a Prosecution Notice will be served”
N&P Windows Ltd. must not use the public highway or pavements as a loading bay. They must always use a banksman when manoeuvring vehicles about their premises; the banksman must always wear appropriate HiVis clothing.
